How to Buy

Four ways to put us on contract today — and two more that open with SBA VetCert.

Nothing on this list depends on a certification we do not hold.

Government Purchase Card

$15,000

The fastest money in federal contracting. Below the micro-purchase threshold a cardholder can simply buy — no solicitation, no competition, no proposal, no justification memo. We accept the card and can take an order the same day.

What you do
Email or call with the line items and a ship-to address. Pay with the card.
What we need
A description, part number or NSN, the quantity, and where it ships.
Timing
Quote same day. Card run on your go-ahead.
Available now

Simplified acquisition & open market

$350,000

The workhorse, and the band Black Pine is built for. Between the micro-purchase threshold and the simplified acquisition threshold a buyer can use simplified procedures — a short RFQ, a handful of quotes, award on price and delivery. No formal source selection.

What you do
Send the RFQ, the line items and the due date. Award on best value.
What we need
The solicitation number, the CLINs or line items, and the response deadline.
Timing
Quoted inside one business day, including sources sought responses.
Available now

Small business set-aside

No ceiling

Black Pine is a small business under every one of its 77 NAICS codes — $0 average annual receipts and two employees sits below every standard in 13 CFR 121.201. Our response to a sources sought notice is often the second qualified small business the Rule of Two needs.

What you do
Post the sources sought notice. Read the responses. Set it aside.
What we need
The notice, the NAICS and the response date.
Timing
We respond inside one business day, scope-specific, never a generic capability dump.
Available now

Subcontract to a prime

Per requirement

For primes who need a responsive small-business supplier on a bill of materials, or who are filling a small business subcontracting plan. Landed pricing you can carry straight into a cost volume.

What you do
Send the BOM and the proposal due date.
What we need
Line items, quantities, need date and any origin or packaging clauses that flow down.
Timing
Priced and returned inside one business day.
Quoted inside one business day, whichever door you use.
Every path, one response time

What opens with VetCert

Published so you can plan against them, and so nobody builds a requirement around an authority we cannot currently support.

Pending SBA VetCert

SDVOSB sole source & set-aside

$8.5M manufacturing · $5M other NAICS

Once SBA VetCert issues, a contracting officer may award directly to a certified service-disabled veteran-owned small business with no competition at all, up to these ceilings, on a price and responsibility determination alone. We are not there yet and we are not going to imply otherwise.

What you do
Nothing yet — this path opens when the certification issues.
What we need
Our VetCert number, which does not exist today.
Timing
Blocked on the SBA VetCert application.
Pending SBA VetCert

VA Veterans First

Per requirement

At the Department of Veterans Affairs, verified service-disabled veteran-owned small businesses take priority ahead of every other set-aside category. Same precondition: it requires the federal certification, not the state one.

What you do
Nothing yet — this path opens when the certification issues.
What we need
Our VetCert number.
Timing
Blocked on the SBA VetCert application.

The question suppliers get asked

The nonmanufacturer rule, answered up front

Black Pine is a reseller, not a manufacturer, so this comes up on every set-aside. On a small business set-aside between the micro-purchase threshold and the simplified acquisition threshold, the nonmanufacturer rule does not apply — 13 CFR 121.406(c). That covers the great majority of what we quote.

Above the SAT, or on any socioeconomic set-aside, it does apply: the end item must come from a small business manufacturer or carry an SBA class waiver matched by NAICS descriptor. We screen that per line item before quoting and tell you the answer in the quote rather than after award.
